National Security Council Leak

The National Security Council is a relatively modern phenomenon, and my right hon. Friend has set out some of the issues that the body discusses. The clear concern of the House, however, is that if my right hon. Friend the Member for ​South Staffordshire (Gavin Williamson) is not responsible for the leak, which is what he says, then someone within the NSC is. Friend confirm that the reality is that cancellation fees are a standard aspect of contracts that exist between Government and private sector suppliers to cover the costs that are legitimately created when a contract occurs? ​In the event that cancellation takes place, it is perfectly reasonable for those costs to be covered; otherwise people would not contract with the Government.
